The management of CESAP follows the approved procedure by the Management Board, which is responsible to the Senate of the University, as laid down by the University Edict of 1987. The Management Board is directly and indirectly, through its various committees, involved in all academic matters such as programmes mounted, selection of resource persons to teach courses, teaching time-table, examination matters including time-table, admission of qualified candidates into various programmes, academic calendar for the session, financial matters etc. The Board lays down broad policies.
The Management Board is the highest Committee of the Centre, is a Committee of Senate. The Board comprises of all Principal Officers of the University, Provosts of Colleges and Postgraduate School, Deans of Faculties and of Students Affairs, Director of CESAP, Director of Institute of Education, the Deputy Director, the Centre Secretary and Centre Account. The Vice-Chancellor is the Chairman of the Board.
It holds its statutory meeting four times in a year."

The terms of reference of the Board are:

a. To formulate policy guidelines for the running and management of the centre, including admission, conduct and release of examination results, and preparation of academic calendar;

b. To consider and approve Annual Budget estimates as well as Annual Report including Financial Report;

c.  To make recommendations from time to time to the Senate through the Vice-Chancellor on the improvement, expansion, rationalization and any other matters relating to part-time first degree and sub-degree programmes of the university and;

d.   Any other that matter that may be referred to the Board from time to time by the Vice-Chancellor.
